Custom Crosshair not work

Tell me what I'm doing wrong!

First I will describe the process I used to make my custom crosshair sprite, and hopefully someone can point out what i am doing wrong.

Step 00 The crosshair Bitmap.

Step 01 Using Photoshop to convert to indexed bitmap.

Step 02 Using Photoshop to change the 25 colour palette.

Step 03 Saving the image as a 8bit indexed bitmap (I think)

Step 04 Using the Wavelength Sprite Wizard to save 8bit indexed bitmap as an Aplhatest sprite.

Step 05 The sprite used as the crossbow zoom crosshairs in-game.

I was trying to make the black transparent with the white crosshairs the same orange colour as the rest of the hud, and as you can see... FAIL. I have tried using Wavelength's Sprite Wizard to save the sprite as Additive and Indexalpha using the same method as described above with appropriate changes to the 256 colour palette but I seem to always get the same opaque result. Can anyone tell me what I'm doing wrong?

    This is just a shot in the dark. But I think the black (#000000) needs to be blue (#0000FF). I know this is true for decals. I bet it's the same with any material.

    I use sprite explorer and it can create custom crosshairs. Dl sprite explorer and choose, additive to make black and blue transperint.
